Why a Singapore Apostille Is Not Enough for the UAE

Singapore became a Contracting Party to the Hague Apostille Convention on 16 September 2021, with the Singapore Academy of Law (SAL) designated as Singapore’s Competent Authority. An apostille from SAL is sufficient for use in other Convention member countries (UK, Australia, EU nations, etc.). However, the UAE has not signed the Convention, which means a Singapore apostille has no legal force in the UAE. For Singapore documents intended for UAE use, full legalization through SAL followed by UAE Embassy attestation and MOFA is required.

The Singapore Consulate-General in Dubai confirms this directly: “the Singapore Embassy in Abu Dhabi or Singapore Consulate-General in Dubai can only attest or notarise a document that has been legalised by SAL.” This means SAL legalization is a mandatory first step before any UAE attestation can happen.

Singapore Certificate Attestation Process for UAE: Step by Step

The attestation chain depends on whether your document is a Singapore government document or a private/non-government document. The steps differ at the beginning but converge at UAE Embassy and MOFA attestation.

For Singapore Government Documents (Birth Certificates, Marriage Certificates, Government School Certificates)

Step 1: SAL Legalization (Direct)

Government documents such as ICA birth certificates, ROM marriage certificates, and educational certificates from government schools can be directly legalized by the Singapore Academy of Law (SAL) without needing a Notary Public first. Submit online at legalisation.sal.sg, pay S$10.70 per document via Visa/MasterCard, and book an appointment. Computer-generated documents (Marriage Search from ROM, Business Profile from ACRA, etc.) must be certified by the issuing department first before going to SAL.

Step 2: UAE Embassy Attestation in Singapore

After SAL legalization, submit the document to the UAE Embassy in Singapore for attestation. The embassy verifies the SAL seal. Processing: 3 to 5 working days.

Step 3: UAE MOFA Attestation

Final step. MOFA validates the UAE Embassy seal and issues the digital attestation with QR code. Fee: AED 150 for personal/educational documents, AED 2,000 for commercial documents. Processing: 1 to 3 business days.

For Private / Non-Government Documents (Private University Degrees, Commercial Documents, POAs)

Step 1: Notarization by Singapore Notary Public

Private documents (degrees from private institutions, commercial contracts, powers of attorney, etc.) must first be notarized by a Notary Public in Singapore. The Notary Public issues a Notarial Certificate with their stamp and signature. Processing: 1 to 2 days.

Step 2: SAL Authentication and Legalization

The Notarial Certificate is submitted to SAL for authentication. SAL verifies the Notary Public’s signature and affixes the Apostille/Legalization certificate. Authentication fee: S$87.20 (incl. GST), payable at the Notary Public’s office. SAL legalization fee: S$10.70 per document. Since October 2019, all notarized documents must be authenticated by SAL before they have legal effect for overseas use.

Step 3: UAE Embassy Attestation in Singapore

After SAL authentication, the document must be submitted to the UAE Embassy in Singapore for attestation. The embassy verifies the authenticity of the SAL legalization and confirms the document for official use in the UAE. This step is mandatory for all private and commercial documents before proceeding to MOFA attestation. Processing time is typically 3 to 5 working days.

  • Birth Certificate: Issued by ICA (Immigration and Checkpoints Authority) via the LifeSG app. Digital birth certificates available since 2022. Government-issued, so directly legalized by SAL. Required for children’s visa and school enrollment in UAE.
  • Marriage Certificate: Civil marriages registered at ROM (Registry of Marriages). Muslim marriages registered at ROMM (Registry of Muslim Marriages). Government-issued, so directly legalized by SAL. Computer-generated marriage record searches from ROM must be certified by ROM first before SAL legalization. Required for spouse visa in UAE.
  • Divorce Certificate: Certificate of Making Decree Nisi Absolute. Computer-generated document must be certified by the issuing court before SAL legalization.
  • Death Certificate: Issued by ICA. Directly legalized by SAL.
  • Single Status: ROM does not issue a Certificate of No Impediment. Instead, an official Search for Marriage Records from ROM serves as proof of single status. This must be an original certified hardcopy (not a print-screen image from the free online search), certified by ROM, then legalized by SAL.
  • Police Clearance Certificate: Certificate of Clearance from Singapore Police Force (SPF). Required for UAE residence visa and security clearances.

Singapore Commercial Document Attestation

Singapore commercial documents from ACRA-registered entities need attestation for UAE company registration, free zone setup, corporate banking, and trade operations.
