Step 1: Notarization by a New Zealand Notary Public (If Required)

Certain documents must be notarized before authentication. This includes university degrees, professional qualifications, powers of attorney, affidavits, wills, and medical documents. The DIA Authentication Unit does not accept documents witnessed by a Justice of the Peace or a solicitor. Only a New Zealand Notary Public (a lawyer authorized by the Archbishop of Canterbury in England) is accepted. The Notary produces a “Notarial Act” describing exactly what they have done, binds all pages with a ribbon, and secures the ribbon with their seal. Step 2: DIA Authentication Unit

The Department of Internal Affairs Authentication Unit verifies the authenticity of the original government document or the notary’s signature and seal. For government-issued documents (BDM birth, death, marriage certificates, police clearance certificates), the DIA can authenticate directly without notarization. For private documents, the DIA authenticates the Notarial Act. The DIA adds a covering authentication page to the document.

Step 3: MFAT Verification

For Category B countries like the UAE, the authenticated document must then go to the Ministry of Foreign Affairs and Trade (MFAT) for verification. MFAT places a stamp on the covering page, ties all pages together with a ribbon, and applies an official embossed seal. This step is not required for Category A (apostille) countries but is mandatory for the UAE.

Step 4: UAE Embassy Attestation in Wellington

After DIA authentication and MFAT verification, the document is submitted to the UAE Embassy in Wellington, New Zealand for attestation. Step 5: UAE MOFA Attestation
